All buildings, with the exception of the Police Department lobby and some district court functions, are closed to walk-in visitors until further notice, per Gov. Gretchen Whitmer’s March 23, 2020 executive order due to the COVID-19 pandemic.

The library is completely closed to the public, and curbside service is no longer available during this time period. Staff is working from home to assign cards granting residents access to online materials, as well as checking email and messages.
The only essential department offering at the moment is vital records. There is no need for anyone to come out on licensing; elections are far enough away that they are not a concern; and residents can register online. FOIA requests can be submitted online. Everything can be handled via email with the exception of death records. The April 25 Shred Day has been cancelled.
Closed to the public. If you have a scheduled birthday party during the closure, option to reschedule date or deposit will be refunded. (Offer good only if date is in the current closure time frame.) The Ford Senior Center is closed. Messages may be left on the senior center’s phone number, (313) 291-7740. Emails can be sent to firstname.lastname@example.org.
Phone appointments only. Inspections in residential homes suspended unless it is an extremely time sensitive (for a home closing, certificate of occupancy) or an emergency. Some inspections are still being completed (mostly exterior). Some commercial inspections are being completed when the building is not being occupied.

Visits to the Animal Shelter are unnessesary at this time as we will pick up stray animals and do the needed paperwork at the scene, please call for this service. Visits inside the Animal Shelter are also suspended at this time. Animal control will take care of issues in the parking lot by taking proper precautions. A limited number of volunteers and other visitors will be allowed inside the shelter at the same time.
Officers will continue monitoring violations, extend warnings but avoid issuing tickets temporarily.
Residents can do business with all of these offices through telephone calls, emails or online forms.

In the wake of the Declaration of Emergency by Governor Whitmer and the President of the United States regarding the spread of the COVID-19 virus, until further notice, the 23rd District Court will operate as follows:
- All Jury trials are cancelled. Court will notify parties of the new date.
- The Court shall only hear Probable Cause Conferences, Preliminary Exams and Pretrial matters for incarcerated defendants.
- All General Civil, Small Claims and Landlord Tenant proceedings including pretrials, trials, mediation and motions are cancelled. Court will notify parties of the new date.
- All Informal/Formal or Plea Hearings for civil infractions and ordinance cases are cancelled. Court will notify parties of the new date.
- If you have a scheduled probation appointment, unrelated to a violation, please contact your probation officer directly.
- If you have a scheduled presentence investigation or alcohol assessment, contact your probation officer.
- Drug and alcohol testing will continue as scheduled.
- All Probation Violation hearings will continue as scheduled.
- Any Emergency Motions will be reviewed by the assigned Judge or the Judge on call.
The 23rd District Court wants to continue to help you resolve your legal matters. Due to the extraordinary circumstances created by the COVID-19 crisis, courts are not able to permit parties to appear in person, at the courthouse. However, we can give many people the opportunity to appear in court through video-conferencing (zoom technology). You can also continue using our online services.
If you have a pending court case or ticket and would like to see if it can be set for a video-conference pretrial, please contact the court by clicking here to submit your information or call the court at (734) 374-1334. If you have been charged with a misdemeanor, you still have the right to be represented by an attorney at any proceeding. If you would like a court appointed attorney at your video-conferencing proceeding, please let us know and one will be provided.
If you have been the victim of a crime, you will receive notice of any hearings that are scheduled. No resolution will occur without the victim having first been given an opportunity to talk to a prosecutor.
Court staff will be available Monday - Friday from 8:30 a.m. - 4:15 p.m. to answer phones, process payments and respond to online requests. Payments to the Court can only be made online, by phone, or through the drop-box located on the front porch of the courthouse. Civil and criminal filings can be submitted by mail or inside the Court vestibule.
We understand that this is a unique and unprecedented situation and want to do everything we can to ensure the safety of our court employees and everyone who comes to the court. That being said, please do not come to the court if:
- You are sick
- Have been exposed to someone who has been sick
- Have a compromised immune system
- Have traveled internationally within the last 14 days
If you are required to attend court, please make sure that you are utilizing best practices of hand washing and sanitizing and practicing social distancing with those you may come into contact with. If you cannot attend your scheduled court proceeding due to illness, contact the court as soon as possible to request an adjournment, by calling (734) 374-1334.
Police Department: Still responding to all calls for service. Lobby open. Locked down second floor administration/records division to contain the possible area of contamination.

- Accident reports are available from the following two websites after 72 hours: www.buycrash.com or http://payments.clemis.org/extservices. Fee is $13.
- Copies of police reports are available at the front desk. Reports will need to be printed and approved by records personnel prior to distribution to the requesting party.
- Freedom of Information Act requests can be completed through www. cityoftaylor.com. Discovery orders and FOIA requests can be brought to the front desk. The front desk officer will notify records bureau personnel.
- Gun permits will still utilize the permit drop box and records bureau personnel will schedule appointment times with requesting parties.
- Requests for return of property will still be taken by the front desk officer and the records bureau will schedule appointments with requesting parties.
- Sex offender registration will be appointment only.
Fire Department: The department has suspended inspection runs, with some exceptions. However, after screening the caller TFD may go out to do an inspection if the caller is symptom free of illness and needs it for C/O or business license. Same procedure in place with tests for alarms or sprinklers.

Department of Public Works: Residents should contact the customer service center or email to reach the DPW. All issues will be reviewed and we will respond accordingly. Essential work such as cold patch, water main breaks, sewer issues, etc. will continue.
Compost Site: Open to all residents of Taylor and commercial vehicles.
