Important reminder for Pay as you Stay (PAYS) participants


In the Pay as you Stay (PAYS) program, homeowners who are owner-occupants must visit their local assessor’s office to fill out and submit the Poverty Tax Exemption (PTE) application for approval.

Once the Wayne County Treasurer’s Office gets notice of the approval of the PTE from the local assessor, it checks its records to see if the parcels have been delinquent on property taxes.

If the parcel is delinquent, the parcel becomes eligible for the PAYS plan. The county will mail out a notification letter to the homeowner of the PAYS approval and direct them to contact the county treasurer’s office.

The reduced amount is determined if the base tax amount is greater than 10 percent of your taxable value, you owe 10 percent of the taxable value and the interest, penalties and fees are cancelled.

If the base tax amount due is less than 10 percent of your taxable value, you are eligible to have interest, penalties and fees cancelled.

Your payment options are: 1) A lump sum payment will give an additional 10 percent reduction of the already reduced tax amount; or 2) A PAYS payment agreement will be available for the reduced amount due at zero percent interest over a three-year period (or less).

Do not default on the PAYS plan. Default reinstates the interest and fees, along with reverting the delinquent taxes back to the amounts prior to enrolling in the program. The property will also be subject to the following year’s foreclosure.
